Code of membership

  1. First,  to comply with national law and discipline.
  2. Second, abide by the performance of the Institute of Constitution, subject to the Institute leadership.
  3. Third, advocating science, against superstition.
  4. Fourth, to strengthen morality cultivation, is strictly prohibited divination.
  5. Fifth, in-depth academic research, improve the knowledge of the Book of Changes.
  6. Six, to carry out internal and external academic exchanges, promote traditional Chinese culture.
  7. Seven, actively participate in activities within the meeting, pay the fee on time.
  8. Eight, off a year and do not pay the fee, to recover the membership card.
  9. Nine, to strengthen the Friends of unity, GUANG all the friends.

Chapter 1 General Provisions

Article 1  This foundation will be named Qufu Confucius Institute of the Book of Changes, the English name: Qufu Society Book of Changes Confucius of China

Article 2   This is the theme of the local, academic and non-profit social organizations that are easy to learn lovers and researchers to study and promote the culture of learning. Learn to refuse any illegal criminals and cult personnel to join, the staff of this foundation must strictly abide by national laws and regulations and follow the charter, it is strictly prohibited for any person to use the Institute to grant the title, title of any illegal activities. Article 3     The purpose of the Institute: to resolutely support the Chinese Communist Party, adhere to the four basic principles, safeguard national peaceful reunification, consciously abide by the national constitution, laws and regulations, the implementation of national policies and principles, abide by the socialist morality, criticism of pseudo science, Superstition, in the process of research on the I Ching culture critically absorb both, to its dregs, whichever is the essence, objective dialectical study of cultural origin, production, development, practical use of the law, adhere to the theory and practice of combining the integration of the East and West Cultural essence, clarify matters and get to the bottom of things, heritage civilization, promote easy to learn, to revitalize China, to safeguard world peace as its mission, advancing with the times, pioneering and innovative. Vigorously carry forward the culture of the Chinese nation, promote the scientific spirit and methods of combining the way to guide people to correctly understand and use the I Ching cultural knowledge for the socialist spiritual civilization and material civilization construction services to promote the progress of human civilization and create a harmonious world for the benefit of mankind.

Article 4   The Group shall accept the business guidance of the Municipal Culture Department and the supervision and administration of the Municipal Civil Affairs Department;

Article 5  The office of the group is the Confucius Institute.

Chapter II Business Scope

Article 6   The scope of business of the Group

(1) to hold academic conferences; to use seminars, training courses and other forms, to carry out the exchange of cultural and cultural activities, universal activities;

(2) to promote Confucianism to explore the Book of Changes;

(3) training and raising the cultural level of the amateur;

(4) to carry out excavation, collation and research work of the I Ching cultural heritage, to develop members or member units;

(5) to carry out the application of modern economic studies, to participate in the implementation of the I Ching culture series of project construction.

Chapter III Membership

Article 7   Membership of the Group: Individual Membership

Article 8    The following conditions must be met for applying to join the group

(A) to support the constitution of the body;

(B) the willingness to join the group;

(C) have a certain influence in the business area of this Council.

(D) published articles inside and outside the province, or easy to learn to slow down the work and expertise, and related fields of scholars.

Article 9 Membership procedures are:

(A) to submit an application for membership;

(B) discussed and approved by the Council;

(C) approved and signed by the President of this Council;

(D) issued by the Secretariat of the membership card and file records.

Article 10   Members enjoy the following rights:

(1) the voting power, the right to vote and the voting power of the group;

(2) to participate in the activities of the group;

(3) obtaining the priority of the service of the group;

(4) the right to criticize the work and the right to supervise the work of the group;

(5) recommend members to this Council;

(6) voluntary membership, withdrawal free

Article 11   Members shall perform the following obligations:

(1) the implementation of the resolution of the group;

(2) safeguarding the legitimate rights and interests of the group;

(3) to complete the work assigned by the group;

(4) to pay the dues as required;

(5) to respond to the situation and provide relevant information materials;

Article 12   Members shall notify the Group in writing and return the membership card. If a member does not pay membership fees or does not participate in the activities of the group, as an automatic withdrawal.

Article 13 If a member has serious breaches of the articles of association, he shall be removed by the board of directors.

Chapter IV Organizational Structure and Person in Charge

Article 14   The highest authority of the body is the congress of members and the duties of the member congress are:

(A) to develop and amend the articles of association;

(B) the election and removal of directors;

(C) Consideration of the work report and financial report of the Council;

(D) the decision to terminate the matter;

(E) to decide other major matters.

Article 15   Members’ congresses shall hold more than two thirds of the members’ representatives to attend the meeting. Their resolutions shall be passed by more than half of the votes of the members’ representatives.

Article 16   Members of the General Assembly each miss (members of the General Assembly each of the longest no more than five years). Article 17   The Council shall be the executive body of the member’s congress, and shall lead the daily work of the group during the intersessional period and shall be responsible to the congress.

Article 18    The functions and powers of the Council are:

(1) the implementation of the resolution of the member congress;

(2) the election and removal of the president, vice president, secretary general;

(3) to prepare for the congress of members;

(4) to report to the General Assembly on the work and financial situation;

(5) to determine the absorption or removal of the emblem;

(6) to formulate an internal management system;

(7) to decide on the appointment of the Deputy Secretary-General and the principal responsible persons of each body;

(8) to lead the bodies of the organizations to carry out their work;

(9) to decide on other important matters.

Article 19 The Council shall hold more than two-thirds of the members to attend the meeting and its resolutions shall be passed by more than two-thirds of the members of the Council.

Article 20   The Council shall meet at least once a year, and the circumstances shall be special and may be convened in the form of communications.

Article 21   The president, vice president and secretary general of the group must meet the following requirements:

(1) adhere to the party’s line, principles, policies, political literacy is good;

(2) have a greater impact in the business areas of the group;

(3) the president, vice president, the Secretary-General of the highest age of not more than seventy years of age, the Secretary-General for full-

(4) Being healthy and able to work properly;

(5) failing to be deprived of criminal penalties for political rights;

(6) have full civil capacity.

Article 22    If the president, vice-president or secretary-general of the group exceeds the maximum age of service, it shall be approved by the board of directors and examined by the competent department of the business and approved by the administrative organ of the society.

Article 23    The president of the group, vice president, secretary of the term of office for four years. (President, vice president, secretary of the term of not more than two sessions) due to special circumstances need to extend the term of office, subject to membership of more than two thirds of the members on behalf of the vote by the business unit review and registration by the community The competent authority may approve the approval.

Article 24    The Secretary-General of the Group shall be the legal representative of the group and the legal representative of the group shall not be the legal representative of other groups.

Article 25    The president of the group shall exercise the following functions and powers:

(1) convene and preside over the Council;

(2) to examine the implementation of the resolutions of the members’ congress and the board of directors;

(3) to sign the relevant important documents on behalf of the Group.

Article 26   The Secretary-General of the Group shall exercise the following functions and powers:

(1) to preside over the daily work of the offices and organize the implementation of the annual work plan;

(2) to coordinate the work of the branches, representative offices and entities;

(3) to nominate the Under-Secretary-General and the principal responsible persons of the offices, branches, representative offices and entities,

(4) to decide on the employment of full-time staff of the offices, representative offices and entities

(5) to deal with other day-to-day affairs;

 Chapter 5 Principles of Asset Management and Use

Article 27  Funds of the Group Source:

(A) Contributions;

(Ii) donation;

(C) government funding;

(Iv) income from activities or services within the approved business scope

(5) interest

(6) other legal income

Article 28  The Group shall collect the membership fee in accordance with the relevant provisions of the State.

Article 29  The funds of the group must be used for the development of the business scope and business as stipulated in the articles of association and shall not be distributed among the members.

Article 30   The Group shall establish a strict financial management system to ensure that the accounting materials are legal, true, accurate and complete.

Article 31   The group is equipped with a professional qualification of accounting personnel. Accounting should not act as cashier. Accounting personnel must conduct accounting, the implementation of accounting supervision. When an accountant transfers a job or leaves his office, he or she must complete the handover with the receiver.

Article 32   The asset management of the Group must implement the financial management system stipulated by the State and accept the supervision of the members’ congress and the finance department. Where an asset is owned by a state grant or a social donation or subsidy, it must be subject to the supervision of the auditing organ and publish the relevant information to the public in an appropriate manner.

Article 33    Before the general election or replacement of the legal representative of the group must accept the community registration management and business units in charge of the financial audit.

Article 34   The assets of the group, any unit or individual shall not be appropriated, appropriated and misappropriated.

Article 35   The wages and insurance and welfare benefits of the full-time staff of the group shall be implemented in accordance with the relevant provisions of the State on the public institutions.

Chapter VI of the amendment procedures

Article 36   Amendments to the articles of association of the body shall be subject to the approval of the members of the Council by the Council.

Article 37   The articles of association to be amended by the group shall be examined and approved by the competent business unit within 15 days after the passage of the member’s congress and shall be submitted to the administrative organ for registration.

Chapter VII Termination Procedures and Disposal of Property after Termination

Article 38    If the purpose of the completion of the purpose of the group or the dissolution of itself or due to separation, merger and other reasons need to write off, by the Council to terminate the motion.

Article 39 The termination of the motion of the group shall be voted upon by the member’s congress and shall be submitted to the competent business unit for examination and approval.

Article 40 Before the termination of the Group, a liquidation organization shall be set up under the guidance of the competent business unit and the relevant authorities to clean up the creditor ‘s rights and debts and handle the aftermath. During the liquidation, not to carry out activities other than liquidation.

Article 41 The Group shall be terminated by the registration and administration authority of the society after the cancellation of registration

Article 42 The remaining property after the termination of the Group shall be used for the development of the undertakings related to the purpose of the Party in accordance with the relevant provisions of the State under the supervision of the competent business unit and the administrative organ of the society.

Chapter VIII Supplementary Provisions

Article 43 The Articles of Association shall be voted on by the members’ congress on August 28, 2008.

Article 44 The power of interpretation of this constitution is the board of directors of the body.

Article 45 The Articles of Association shall come into force on the date of approval by the administrative organ of registration.

曲阜孔子易经学会章程

第一章 总则

  • 本会定名为曲阜孔子易经学会,英文名称为: Qufu Society Book of Changes Confucius of China
  • 本会是易学爱好者和研究者自愿组成的地方性、学术性、非营利性社会组织,以研究和弘扬易学文化为主题。学会拒接任何违法犯罪分子及邪教人员入会,我会人员必须严格遵守国家法律、法规以及我会章程,严禁任何人利用学会授予的职务、职称的身份进行任何违法犯罪活动。凡是我会会员当持有会员证书、资格证书、顾问证书等等,在持证人进行违法犯罪活动之时当即自动失效。
  • 学会宗旨:坚决拥护中国共产党,坚持四项基本原则,维护国家和平统一,自觉遵守国家宪法、法律法规,执行国家各项政策、方针,遵守社会主义道德风尚,批判伪科学,破除封建迷信,在研究过程中对易经文化批判吸收兼顾,去其糟粕,取其精华,客观辩证的研究易学文化起源、产生、发展、实际运用等规律,坚持理论与实践相结合,融汇东西方文化精华,正本清源,传承文明,弘扬易学,以振兴中华、维护世界和平为己任,与时俱进,开拓创新。大力弘扬中华民族易学文化,倡导以科学的精神和方法相结合的途径,引导人民正确认识和运用易经文化知识为社会主义精神文明和物质文明建设服务,促进人类社会文明进步,共创和谐世界,造福人类。
  • 本团体接受市文化局的业务指导和市民政局的监督管理;
  • 本团体的办公地点为孔子研究院。

第二章 业务范围

  • 本团体的业务范围
  • 举办易学学术会议;利用研讨会、培训班等形式,开展易经文化的交流、普及活动;
  • 弘扬儒家文化对易经的探究;
  • 培训并提高易经爱好者的文化层次;
  • 进行易经文化遗产的挖掘、整理及研究工作,发展会员或会员单位;
  • 开展易经现代化应用研究,参与实施易经文化系列项目建设。

第三章 会 员

  • 本团体的会员种类:个人会员
  • 申请加入本团体的会团,必须具备下列条件
  • 拥护本团体的章程;
  • 有加入本团体的意愿;
  • 在本会的业务领域内具有一定的影响。
  • 在省内外发表过文章、或易学放面的著作和专长、及相关领域的学者。
  • 会员入会的程序是:
  • 提交入会申请书;
  • 经理事会讨论通过;
  • 由本会会长批准并签字;
  • 由本会秘书处颁发会员证并建档记录。
  • 会员享有下列权利:
  • 本团体的选举权、被选举权和表决权;
  • 参加本团体的活动;
  • 获得本团体服务的优先权;
  • 对本团体工作的批评建议权和监督权;
  • 向本会推荐会员;
  • 入会自愿,退会自由
  • 会员履行下列义务:
  • 执行本团体的决议;
  • 维护本团体合法权益;
  • 完成本团体交办的工作;
  • 按规定缴纳会费;
  • 向本团体反应情况,提供有关信息资料;
  • 会员退会应书面通知本团体,并交回会员证。会员如果一年不缴纳会费或不参加本团体活动的,视为自动退会。
  • 会员如有严重违反本章程的行为,经理事会表决通过,予以除名。

第四章 组织机构和负责人产生、罢免

  • 本团体的最高权力机构是会员代表大会,会员代表大会的职责是:
  • 制定和修改章程;
  • 选举和罢免理事;
  • 审议理事会的工作报告和财务报告;
  • 决定终止事宜;
  • 决定其他重大事宜。
  • 会员代表大会须有三分之二以上的会员代表出席方能召开,其决议须经到会会员代表半数以上表决通过方能生效。
  • 会员代表大会每届思念(会员代表大会每届最长不超过五年)。因特殊情况需提前或延期环节的,需由理事会表决通过,报业务主管单位审查并经社团登记管理机关批准同意。但延期换届最长不超过一年。
  • 理事会是会员代表大会的执行机构,在闭会期间领导本团体开展日常工作,对会员代表大会负责。
  • 理事会的职权是:
    • 执行会员代表大会的决议;
    • 选举和罢免会长、副会长、秘书长;
    • 筹备召开会员代表大会;
    • 向会员代表大会报告工作和财务状况;
    • 决定徽图案的吸收或除名;
    • 制定内部管理制度;
    • 决定副秘书长、各机构主要负责人的聘任;
    • 领导本团体各机构开展工作;
    • 决定其他重大事项。
  • 理事会须有三分之二以上理事出席方能召开,其决议须经到会理事三分之二以上表决通过方能生效。
  • 理事会每年至少召开一次会议,情况特殊的,也可采用通讯形式召开。
  • 本团体的会长、副会长、秘书长必须具备下列条件:
  • 坚持党的路线、方针、政策、政治素养好;
  • 在本团体业务领域内有较大影响;
  • 会长、副会长、秘书长最高任职年龄不能超过七十周岁,秘书长为专职;
  • 身体健康,能坚持正常工作;
  • 未受过剥夺政治权利的刑事处罚的;
  • 具有完全民事行为能力。
  • 本团体会长、副会长、秘书长如超过最高任职年龄的,需经理事会表决通过,报业务主管单位审查并社团登记管理机关批准同意后,方可任职。
  • 本团体会长、副会长、秘书长任期为四年。(会长、副会长、秘书长任期最长不超过两届)因特殊情况需延长任期的,须经会员代表大会三分之二以上会员代表表决通过,报业务主管单位审查并经社团登记管理机关批准同意后方可任职。
  • 本团体秘书长为本团体法定代表人,本团体法定代表人不兼任其他团体的法定代表人。
  • 本团体会长行使下列职权:
  • 召集和主持理事会;
  • 检查会员代表大会、理事会决议的落实情况;
  • 代表本团体签署有关重要文件。
  • 本团体秘书长行使下列职权:
  • 主持办事机构开展日常工作,组织实施年度工作计划;
  • 协调各分支机构、代表机构、实体机构开展工作;
  • 提名副秘书长以及各办事机构、分支机构、代表机构和实体机构主要负责人,交理事会决定;
  • 决定办事机构、代表机构、实体机构专职工作人员的聘用
  • 处理其他日常事务;

     第五章 资产管理、使用原则

  • 本团体经费来源:
  • 会费;
  • 捐赠;
  • 政府资助;
  • 在核准的业务范围内开展活动或服务的收入
  • 利息
  • 其他合法收入
  • 本团体按照国家有关规定收取会员费用。
  • 本团体经费必须用于本章程规定的业务范围和事业的发展,不得在会员中分配。
  • 本团体建立严格的财务管理制度,保证会计资料合法、真实、准确、完整。
  • 本团体配备具有专业资格的会计人员。会计不得兼任出纳。会计人员必须进行会计核算,实行会计监督。会计人员调动工作或离职时,必须与接管人员办清交接手续。
  • 本团体的资产管理必须执行国家规定的财务管理制度,接受会员代表大会和财政部门的监督。资产采源属于国家拨款或者社会捐赠、资助的,必须接受审计机关的监督,并将有关情况以适当方式向社会公布。
  • 本团体换届或更换法定代表人之前必须接受社团登记管理机关和业务主管单位组织的财务审计。
  • 本团体的资产,任何单位、个人不得侵占、私分和挪用。
  • 本团体专职工作人员的工资和保险、福利待遇,参照国家对事业单位的有关规定执行。

第六章  章程的修改程序

  • 对本团体章程的修改,须经理事会表决通过后报会员代表大会审议。
  • 本团体修改的章程,需在会员代表大会通过后15日内,经业务主管单位审查同意,并报社团登记管理机关核准后生效。

第七章   终止程序及终止后的财产处理

  • 本团体完成宗旨或自行解散或由于分立、合并等原因需要注销的,由理事会提出终止动议。
  • 本团体终止动议须经会员代表大会表决通过,并报业务主管单位审查同意。
  • 本团体终止前,须在业务主管单位及有关机关指导下成立清算组织,清理债权债务,处理善后事宜。清算期间,不开展清算以外的活动。
  • 本团体经社团登记管理机关办理注销登记手续后即为终止
  • 本团体终止后的剩余财产,在业务主管单位和社团登记管理机关的监督下,按照国家有关规定,用于发展与本团体宗旨相关的事业。

第八章  附则

  • 本章程经2008年08月28日会员代表大会表决通过。
  • 本章程的解释权属本团体的理事会。
  • 本章程自社团登记管理机关核准之日起生效。
